In oil, because there are so few companies and they collude, the incentive to invest in more infrastructure is lacking.

<gopp> TomM-- A main reason gas prices are so high is the fact that no one in America has built a new refinery in decades. All the enviromental regulations make it so expensive to start one of them that a new refinery can't make any profit no matter how high gas prices go. Unless some laws are changed gas prices will never go below $2 again
